On Monday, June 2, the Village of Pleasant Prairie awarded a $2,442,034.55 contract to Payne & Dolan, Inc. of Kenosha for work on the West I-94 Frontage Road between Highways Q and C. Work on the West Frontage Road will begin near the end of June. The project is expected to be complete by the end of November this year. The West Frontage Road will remain open for through traffic until approximately August 15. By this time work on the I-94 East Frontage Road between Highways 50 and 165 is expected to be complete, and the East Frontage Road will reopen.
Work in the West Frontage Road project area will include reconstruction of the road in addition to realignment to expand property currently owned by the Kenosha Area Business Alliance. The project will also include work to construct stormwater collection and management improvements. The newly constructed frontage road will have four lanes, with curb, gutter, a median, and access points for the property owned by Abbott Laboratories. Bicycle lanes will be created on both sides of the roadway and will tie in with bicycle lane improvements along Highway C.
The project will be paid for with funds from Tax Incremental District #2 (TID #2). It is expected that a portion of the funding will also come from the State of Wisconsin. Debt for the TID funding of the project will be repaid with property taxes from businesses within the TID; no residential tax dollars are used to pay for Tax Incremental Debt.
