Projects Funded by Impact Fees from Surrounding Development
INSTALLATION OF PARK IMPROVEMENTS
Per our community's Park and Open Space Plan, tennis and basketball courts will be installed in two community parks this summer, Pleasant Prairie Park and Village Green Park. Once completed, the courts will be available for all to use.
The tennis courts in Pleasant Prairie Park (see the conceptual plan in the PDF below) will be rotated 90 degrees when installed to help reduce the number of tennis balls that may cross onto the property located adjacent to the park on the north, which is privately owned. The basketball court will be installed in the northeast corner where a skate park is currently shown, a future skate park could be placed in the location designated for the basketball court (in the southeast corner of the plan).
In Village Green Park, the placement of the basketball and tennis courts will be reversed (see the conceptual plan in the PDF below). The intention is to place the basketball court (which will not be fenced like the tennis courts) farther from Cooper Road in order to reduce the number of balls that may roll out into the roadway.
During December and January, Village staff and members of the Park Commission sought public input relating to the park improvements. Feedback gathered during a 2011 community-wide survey relating to park and recreational services in the Village also contributed to the decision.
FUNDING FROM IMPACT FEES
These improvements will be funded with impact fees that have been collected over approximately the past eleven years. An impact fee is a fee that is paid to the Village at the time that a building permit is issued for a new development or residence. Impact fees are used to pay for public improvements that are necessary to serve a new development or residence, such as additional police station and fire station capacity and park and trail additions. Impact fees are used to protect existing property taxpayers from paying costs related to newly constructed residences or developments.
PARK AND OPEN SPACE PLAN
In 2011, the Village began work to update its Park and Open Space Plan. The current plan will guide park and recreation services in Pleasant Prairie through the plan year 2018. The plan must be updated every five years in order for the Village to maintain eligibility for grant funding to acquire and develop park and recreational facilities for our community.
