New Legislation effective October 9, 2023!
Village Board enacted Ordinance #23-45 creating Chapter 149 – Commercial Quadricycle. This Chapter provides for licensing and regulations pertaining to Commercial Quadricycle operations within the jurisdiction of the Village of Pleasant Prairie.

Applications and licensing requirements are as follows:
Commercial Quadricycle Vehicle License Application [Application]
- Annual application process that expires December 31 of each year and requires renewal each year to continue operation.
- Planned days and hours of operation, route and alcohol regulations should be set forth in the application.
- Annual $25 application fee.
- Village Board approval of the proposed route.
- Background check of owner.
- Certificate of Insurance naming Village of Pleasant Prairie for a least one million dollars for each bike.
- Inspection documentation for each quadricycle from a reputable bicycle repair shop within 60 days of application.
- If the proposed route includes State or County highways, then written approval from either one or both of the agencies.
- Village Board approval of the license.
Commercial Quadricycle Driver’s License Application [Application]
- Annual application process that expires December 31 of each year and requires renewal each year to continue driving.
- Annual $25 application fee.
- Driver must be 18 years of age.
- Driver must hold a valid automobile driver’s license issued by Wisconsin or another state.
- Background check of driver.
- Chief of Police approval.
Completed applications with required documentation and fees should be submitted to the Village Clerk’s office Monday through Friday from 7:30 a.m. to 4:30 p.m., at least two weeks prior to a regularly scheduled Village Board meeting. Village Board meetings are held the second and fourth Mondays of each month. The applicant will be notified when their application is scheduled for review before the Village Board so that the applicant may attend that meeting to provide any additional comments.
