During the meeting on Monday, January 27, the Village Board conditionally approved the residential development plans for the Inspire Prairie Springs apartment development, which is proposed for the vacant property along 116th Avenue, south of Breeze Terrace Apartments and east of Pleasant Prairie Premium Outlets. 

The Inspire Development will feature eight three-story apartment buildings with 710 units. It will also include two clubhouses offering amenities such as a fitness center, resident lounge, co-working spaces, dog wash facility, and party room. Outdoor amenities will also be integrated into the development, including swimming pools, pickleball courts, putting green, playgrounds, dog parks, walking paths, grilling stations, and outdoor dining areas.

The development will be built in two phases. Phase 1, scheduled to begin construction in Spring 2025, will consist of 332 units spread across three apartment buildings and a northern clubhouse. Phase 1 units are expected to be completed by Fall 2026. Phase 2 will comprise 378 units and a southern clubhouse, with construction anticipated to begin following the completion of Phase 1. Full completion of the development is projected by the end of 2028.

The development will have units ranging from 500 to 1,410 square feet. The unit mix will consist of 99 studios, 283 one-bedroom apartments, 158 two-bedroom apartments, and 45 three-bedroom apartments, with an additional 125 one-bedroom units that offer dens. To accommodate residents and guests, the development will offer a minimum of 1,345 parking spaces, including underground and surface parking.

Significant public infrastructure improvements will be made as part of the development, including extending 116th Avenue south to connect to 120th Avenue. This will require improvements to the public roads and utilities, including sewer and water systems. New sidewalks, landscaping, and street lighting will be installed along 116th Avenue. Stormwater management facilities will also be integrated into the development.

Inspire Prairie Springs is within Tax Incremental District #11, which may help fund public infrastructure. Before construction commences, a development agreement is needed for the required public and private improvements within the Inspire Prairie Springs development. The agreement will outline the developer's responsibilities, including financial security for the improvements and provisions for Tax Incremental Financing assistance related to roadway improvements.

The development will be constructed as a Planned Unit Development (PUD), ensuring a cohesive design that maintains community standards. The PUD will integrate a mix of residential, recreational, and open space uses to contribute to Pleasant Prairie's long-term economic growth and sustainability.
