On June 16, 2008, a $176,086.40 contract was awarded to the Black Diamond Group, Inc. of Oak Creek, Wisconsin for 2008 paving projects in Pleasant Prairie. As part of the contract, Black Diamond will complete three asphalt, paving projects. The group will lay an ultra-thin asphalt overlay in the Tuckaway Trails Subdivision; they will pulverize and relay asphalt on 116th Street from Sheridan Road east towards the railroad tracks; and they will install the final lift of asphalt on 113th Avenue in the River Oaks Subdivision, where water main was installed two years ago.

As part of the 2008 budget, $200,000 was budgeted for road resurfacing in the Village. Due to the increasing cost of asphalt, road-resurfacing plans have been pared back in order to remain within the budgeted paving allowance. "We are fortunate to have awarded these contracts when we did," commented John Steinbrink Jr., Superintendent of Public Works. "Asphalt prices are expected to increase by 15% to 20% on June 30, due to current economic factors. By contracting now for this roadway work, we'll be able to take advantage of the lower cost, before the increase kicks in."

In addition to municipal paving projects, amendments to Agreements with four Pleasant Prairie developers were approved. Developers of four, separate, new subdivisions in the Village have requested early installation of the first lift of asphalt along with curb and gutter. Requests were approved for: the Settlement at Bain Station Crossing (located at Bain Station Road and Highway H); Ashbury Creek (located on Highway C south of Pleasant Prairie Elementary); Kings Cove (located on 116th Street, west of Highway 32); and Westfield Heights (located north of Highway 50, west of 88th Avenue). Developers who install pavement early in new subdivisions assume the financial responsibility for replacement or repair if damage to the improvements occurs due to early installation.
