As a result of the American Recovery and Reinvestment Act of 2009 (ARRA), Pleasant Prairie will receive approximately $307,000 through the Wisconsin Department of Transportation for the resurfacing of Cooper Road between 85th and 93rd Streets. Proposed improvements to the roadway include pulverizing the existing asphalt, repaving and striping. It is also proposed that the existing gravel shoulder be paved. Curb and gutter have not been proposed as part of the project.
A public informational meeting regarding the project was held in early September. Those who attended asked questions about the project and offered comments and suggestions regarding the proposed improvements. In July, the Village Board approved an engineering services agreement with Crispell-Snyder, Inc. of Lake Geneva for the project. Engineering is expected to be complete by November of 2009. The Wisconsin Department of Transportation (WisDOT) will then put the project out for bid during February of 2010, and work is expected to begin this coming May (2010).
Because of the ARRA funding, WisDOT will manage the contract for the work. As part of the agreement for funding, the Village will pay for engineering for the project, the expected cost of which is $28,000. Additional requirements for the funding include the completion of an environmental impact statement and screening of the work area for archaeologically or historically significant resources.
