On Monday, January 30, the Pleasant Prairie Plan Commission and Village Board considered and approved Conceptual Plans and related documents for an independent senior apartment complex to be built in developer-funded Tax Incremental District (TID) #4 in the Village of Pleasant Prairie. Previous plans presented by a developer in 2007 called for the construction of condominiums at the corner 91st Street and 22nd Avenue. Since that time, however, circumstances in the local housing market have changed substantially, and the developer recently presented plans for senior-only apartments at the site.
The current concept calls for a two-story building offering 46 affordable, independent, senior apartments. The project is proposed to include 28 one-bedroom and 18 two-bedroom units with underground and surface parking, storage areas, an exercise room, an elevator and a sitting area near the main entry. Approximately 2.1 acres of the 3.2-acre property is proposed to remain as open space. The open space will include a storm water basin and a wooded area on the south end of the property. The complex will be connected to municipal sewer and water.
During 2007, a Final Condominium Plat was approved and a developer-funded TID was created for the property. The TID was established to help the developer recover costs associated with the remediation of contaminated soils at the site, which resulted from previous uses at the location. The site had been vacant for some time prior to being purchased by the developer. With the approval of the Conceptual Plans, the developer will continue to refine plans and will present Site and Operational Plans for the project at a point in the future.
