2017 FLEET INTERNAL SERVICE FUND BUDGET
established to fund replacement vehicles and equipment without borrowing
Created in 2009, the Fleet Internal Service Fund purchases, manages, maintains, and repairs all vehicles, equipment, attachments and tools for all Village departments, except for Police and Fire & Rescue. With this structure, maintenance and replacement costs are factored into a pay-per-use system for each participating Village department.
Through the pay-per-use system, the Village sets money aside for maintenance, repair and replacement needs in order to avoid borrowing in order to purchase equipment. The fund manages 135 vehicles/equipment with 133 attachments and 392 tools (such as chain saws, pumps, and items valued at over $250).
During 2017, the Fleet Internal Service Fund increased rates charged to Village departments by 2% in order to cover increasing costs. Rates had also been increased by 2% during both 2015 and 2016. Prior to 2015, the Fleet Internal Service Fund had not increased rates since its creation in 2009.
Over the years, the Fleet Internal Service Fund has built a solid base of funds to purchase vehicle replacements. The fund has also helped the Village to better estimate the number of hours spent maintaining the fleet. A majority of equipment and vehicle maintenance is performed in-house by one part-time and two full-time mechanics assisted by additional Public Works maintenance personnel.
During 2017, the Fleet Internal Service Fund has plans to hire an additional mechanic to help reduce the number of hours that Public Works field personnel spend helping to maintain the fleet. During 2017, the Fleet Internal Service Fund has plans to purchase: a used single axle truck; a used replacement semi tractor; a replacement garbage truck; plow equipment; a used cab and chassis to build a single axle plow truck; a used water truck for Public Works; a used fork lift; replacement equipment trailers; a replacement asphalt roller; a replacement air compressor; attachments for a track excavator; hose reels; a drive on hoist; departmental replacement vehicles; and fuel dispensing equipment.
Many pieces of equipment are purchased at auction. These purchases will be made without incurring any additional debt.
