The Plan Commission has approved the Preliminary Site and Operational Plans for Werner Brisske, representing Balcan Plastics Inc. The approval allows mass grading, underground utilities, and footing and foundation permits for a proposed 15,250-square-foot addition to the Balcan facility at 7201 108th Street in Lakeview Corporate Park.

Balcan Plastics, a manufacturer of polyethylene blown film and related products, currently operates in a 215,000-square-foot building on the 50.44-acre property. The proposed development will expand the facility to house additional printing equipment lines. The project will include three building elevations: a 3,025-square-foot section at 100 feet in height, an 8,200-square-foot equipment hall at 75 feet, and a 1,030-square-foot connection corridor at 40 feet. The existing facility is 30 feet high, with a mixing tower that reaches 79.5 feet.

The expansion will require slight modifications to the facility’s access road to accommodate the additional footprint. Balcan Plastics anticipates doubling its workforce, adding 83 full-time employees working in four shifts over a 24-hour period. The facility will also implement 24-hour security personnel and video surveillance.

The approved plan allows Village Permit Applications to be submitted for site grading, early footing and foundation, and underground utilities before obtaining Final Site and Operational Plan approval.

Construction is expected to begin in May 2025, with completion anticipated by December 2025.
