During the Pleasant Prairie Village Board meeting on March 1, Village staff presented bids for the 2021 Paving Program. Board members considered all submitted proposals and awarded a contract for Phase 1 road enhancements to Stark Pavement Corporation for $1,324,647. Additionally, the Village Board reviewed bids for Phase 2 infrastructure improvements and awarded a contract to Payne & Dolan, Inc. for $981,798.
The budget amount for Phase 1 consists of five funding sources that total $2,624,529. The Village also has $59,084 available from a Local Roads Improvement Program Grant. Village staff received three bids for Phase 1, Stark Pavement for $1,324,647, Payne & Dolan for $1,397,639, and Asphalt Contractors Inc. for $1,617,036. Stark Pavement’s bid was the lowest entered and came in under the estimated budget.
Phase 1 Paving Projects consists of seven work sections that include:
- Pulverizing and relaying 86th Street, 86th Place, and 43rd Avenue.
- Ultra-thin overlay on 85th Street (39th Avenue to Cooper Road) and 43rd Avenue.
- Pulverizing, relaying, and widening for bike lane on 104th Avenue (Prairie Ridge Boulevard to CTH C).
- Pulverizing, relaying, and widening for bike lane on Old Green Bay Road (South of 95th Street).
- Reconstruction of the Booster Station driveway and parking lot on 93rd Street.
- Chateau Lift Station driveway reconstruction.
- Ultra-thin overlay in Timber Ridge Subdivision.
The budget for Phase 2 of the 2021 Paving Project consists of two funding sources that total $2,434,866. The Village received bids from Payne & Dolan, Inc. for $981,789 and from Stark Pavement for $1,340,298. Phase 2 road improvements include pulverizing and relaying Beverly Woods Subdivision and Chateau Eau Plaines Subdivision. Payne & Dolan's proposal was the lowest submitted and came in under budget.
Both Stark Pavement and Payne & Dolan are quality pavers that have completed work for the Village in the past. Work on the 2021 paving projects is weather-dependent but is expected to begin in May and be completed by August 2021.
